¿POR QUÉ EL SAHARA?

HISTORIA MAS RECIENTE DEL SAHARA OCCIDENTAL
.

Colonización y descolonización española
.
Las fronteras que delimitan el territorio de Sáhara Occidental se definieron en los acuerdos que Francia y España llevaron a cabo entre 1900 y 1912, cuando Francia era el principal colonizador en el norte de África. Pero debido a la resistencia de los saharauis, el control del Sáhara Occidental por parte de los españoles no se hizo efectivo hasta mucho más tarde.

En 1934, los notables de las tribus saharauis firman su sometimiento amistoso a los españoles, que empiezan desde entonces a denominara a la zona como "Sahara Español". La ocupación efectiva de todo el territorio del Sáhara por la administración española será en 1936, aunque España lleva ya 50 años en la región.

España ingresa en las Naciones Unidas en 1955, por lo que debe someterse a los principios del organismo en materia de descolonización. Durante la década de los años 50 y 60, unos setenta países asiáticos y africanos consiguieron su independencia. Pero la actitud española fue la de intentar ganar tiempo para eludirlo. Los saharauis, que habían ayudado a los marroquíes, mauritanos y argelinos en sus procesos de liberación contra Francia, pidieron apoyo en su lucha de liberación contra la continuación de dominio español. Pero, como resultado, los marroquíes se negaron a prestar su ayuda al pueblo saharaui y, sin embargo, obtuvieron como regalo de España la provincia de Tarfaya, al sur de la frontera marroquí, que estuvo hasta entonces bajo dominación española y habitada por saharauis.

En 1963 el Comité Especial de Descolonización de Naciones Unidas incluía el Sahara Occidental en la relación preliminar de regiones del mundo a las que se debía aplicar la Declaración sobre concesión de independencia a países y territorios coloniales. En 1965 la ONU proclamó el derecho a la autodeterminación del Pueblo Saharaui e instó a España a que agilizara su descolonización. Años antes, el rey de Marruecos había manifestado su intención de anexionarse los territorios del Sahara Occidental. Había vuelto a aparecer la idea del Gran Imperio soñado por Marruecos. También Mauritania, al ver la situación, se apresuró a pedir parte del territorio del Sahara.

Independencia y ocupación
.
A principios de los años 70 y ante la presión internacional, España decidió convocar un referéndum de autodeterminación y empezó a elaborar el censo de población de Sáhara Occidental. Se fijó como fecha para el referéndum 1975 y fue a partir de ese momento cuando comenzaron las presiones de Marruecos y de las demás potencias coloniales para hacer más lento el proceso.

Los saharauis comenzaron a manifestarse a favor de su independencia y se llegó a confrontaciones armadas con los españoles, que acabaron disolviendo el movimiento de liberación. En 1973 se forma el Congreso Constitutivo del Frente por la Liberación de Saguia el Hamra y Río de Oro, conocido como Frente Polisario y liderado por El Uali Mustafa Sayed.

El 12 de mayo de 1975, una Comisión de la ONU viaja al territorio saharaui para comprobar que "el Polisario es la única fuerza política dominante en el territorio y que la inmensa mayoría del pueblo desea la independencia". Pero durante el mismo año, y en medio del proceso de la transición democrática iniciada en España con la muerte de Franco, el Gobierno español procede a la entrega del territorio de Sáhara Occidental a Mauritania y Marruecos. Comienzan entonces los enfrentamientos armados entre el Ejército de Liberación Popular Saharaui (E.L.P.S) y las Fuerzas Armadas Reales Marroquíes. Marruecos, al mismo tiempo, inicia su "Marcha verde" el 6 noviembre y Mauritania comienza a atacar por el sur. Con esta marcha, Hassan II movilizó a 350.000 hombres y mujeres marroquíes, además de 25.000 soldados, para tomar posesión de Sáhara. La población civil saharaui se ve obligada a huir a la región argelina de Tindouf. El 14 de noviembre, España entrega el territorio de Sáhara Occidental a Marruecos y Mauritania, a través de la firma de los Acuerdos Tripartitos de Madrid.

El Frente Polisario proclama la constitución de la República Árabe Saharaui Democrática el 27 de febrero de 1976, un día después de que las últimas presencias españolas abandonasen la zona. De la noche a la mañana el territorio pasó de manos españolas a manos marroquíes y mauritanas. Mauritania firmó su acuerdo de paz con el Frente Polisario en 1979, renunciando a sus derechos sobre el territorio saharaui, la OUA y distintos países han venido reconociendo desde entonces a la nueva república. Sin embargo, Marruecos, en lugar de hacer lo mismo, se anexionó la parte a la que Mauritania renunció para reivindicarla también como suya y continuó con la ocupación.

Paz y referéndum
.
El Consejo de Seguridad de las Naciones Unidas creó un plan de paz en 1991, así como una Comisión especial para el Referéndum en Sáhara Occidental (MINURSO). Esta comisión ha controlado el alto el fuego decretado desde el 6 de septiembre de 1991 y preparado el referéndum para la autodeterminación, programado para 1992. Sin embargo, la exigencia marroquí de incorporar a sus 170.000 candidatos a votantes acabó paralizando la celebración del referéndum.

En 1997, bajo los auspicios de la ONU y el Sr. James Baker como Enviado Especial del Secretario General de la ONU, se reactiva y completa el Plan de Paz. El 16 de Diciembre de 1997 en España, el Congreso de los Diputados adopta una disposición no de ley por la que se solicita al Gobierno un plan de apoyo al Referéndum del Sahara Occidental. El mismo año, con los Acuerdos de Houston se fija la fecha para la celebración del referéndum en el 7 de Diciembre de 1998. Pero en el mes de Octubre de 1998 el referéndum es aplazado para Diciembre de 1999.

Settling and Spanish decolonization . They begin then the clashes armed among the Army of Popular Saharan Liberation (E.L.P.S) and the Royal(Real) Moroccan Armed Forces. Peace and referendum:


The Council of Security of the United Nations created a plan of peace in 1991, as well as a special Commission for the Referendum in Western Sahara (MINURSO). This commission has controlled the high place the fire decreed from September 6, 1991 and prepared the referendum for the self-determination, programmed for 1992. Nevertheless, the Moroccan exigency of incorporating his 170.000 candidates for voters finished paralyzing the celebration of the referendum.

Meanwhile, the Saharan population who was sheltered in Algeria and established itself in four big camps in the Hamada, one of the most rural places and five-peseta coin of the Sahara. There they have constructed workshops, gardens, hospitals, schools etc. And they continue to the wait of the positive solution of the conflict. . The diplomacy, nevertheless, does not work and, after seven years as mediator, James Baker leaves his position in June, 2004, happening (passing) to be Álvaro de Grove the new representative of the General Secretary of the UNO for Western Sahara.
